  3. Moderate evidence: agreement on a few neutral words such as “Fort Worth” or “weather balloons”, but no stable reading of the controversial line.
  4. Weak evidence: a reconstruction that depends on selective enhancement, Roswell-specific expectations, or one analyst’s judgement.
  5. No evidential upgrade: another public enlargement that makes the marks look more letter-like but cannot be replicated by blind readers.

The current memo debate sits between moderate and weak evidence. It has unusually good provenance as a photographed object from the original Roswell news cycle, but the actual text remains too ambiguous to carry the weight placed on it. The right question is therefore not “Can someone read something?” but “Can the same words be read by people who do not know what they are expected to find?” Until that happens, the Ramey memo remains an intriguing photographic artefact, not a settled Roswell document.
