This distinction is important because the strongest evidence for the memo’s legibility comes not from complete transcriptions but from small, repeatable fragments. The apparent reading of “Fort Worth, Tex.” is widely regarded as the most defensible example of that limited success.
Why short fragments are easier to defend
Reading a degraded historical document is fundamentally different from reading an intact page. Every uncertain letter multiplies the chance of error. A proposed ten-word sentence requires dozens of individual character identifications to be correct simultaneously, whereas a place name may require recognition of only a handful of distinctive letter shapes.
The Ramey memo presents exactly this problem. The paper occupies only a small portion of the original photograph, is held at an angle, and suffers from blur and loss of detail. Several factors make a location such as “Fort Worth, Tex.” especially favourable:

The most explicit endorsement comes from the University of Texas at Arlington’s Roswell archive, which discusses the history of attempts to decipher the memo. This is significant because the archive is not presenting a complete transcription of the memo. Instead, it distinguishes between fragments that repeatedly emerge and larger readings that remain speculative.
The apparent location also makes historical sense. The famous press photographs were taken during the 8 July 1947 briefing at Fort Worth Army Air Field after debris from Roswell had been flown there for examination. Why this fragment carries more weight than dramatic phrases
The contrast between “Fort Worth, Tex.” and more controversial alleged readings illustrates an important principle in document interpretation.
The location fragment is comparatively strong because:
- it contains a limited number of letters;
- it has been reported independently by multiple analysts rather than only one reconstruction;
- it is historically unsurprising;

The existence of one relatively credible fragment should not be mistaken for evidence that the entire memo can be reconstructed.
