Introduction
One of the strongest sceptical objections to the Ramey memo is not centred on any particular word. It is centred on a test of reliability: if the memo genuinely contains clear, recoverable text, then independent readers using the same image should gradually converge on the same transcription. The convergence question matters because the memo is frequently presented as a decisive document. If the crucial wording cannot be reproduced consistently by different readers, then the memo functions less like a readable document and more like an ambiguous image open to interpretation.
What convergence would look like
In document analysis, convergence occurs when multiple observers working independently arrive at substantially the same reading. Small disagreements over punctuation, abbreviations, or damaged letters are normal. What matters is whether the central meaning remains stable.
A genuinely legible sentence usually produces a recognisable pattern:
- Different readers identify the same words.
- Alternative enhancement methods produce similar results.
- Blind testing does not dramatically change interpretations.
- New scans reduce disagreement rather than multiply it.
