The 2002 Houran–Randle experiment is one of the most important tests ever applied to the Ramey memo because it shifted the debate away from individual confidence and toward a more basic question: can different people read the same words from the same blurred image? In the Roswell controversy, many claimed that enhanced versions of the memo revealed dramatic phrases. Houran and Kevin Randle instead treated the document as a perception problem. Their study asked whether readers would independently recover the same text, or whether expectations would influence what they thought they saw. The result was neither a complete vindication nor a complete rejection of memo decipherment. How the Three Reading Groups Were Set Up

Which Words Survived Different Expectations

Certain words or word fragments appeared repeatedly across different groups despite differing expectations. Why the Study Became a Reliability Stress Test
The value of the Houran–Randle study lies in what it measured. Many Ramey memo discussions focus on image enhancement techniques, contrast adjustments, or proposed decipherments. The experiment instead focused on observer agreement.
In effect, the study asked a question similar to those used in psychological and forensic reliability testing: if multiple independent observers inspect the same evidence, how often do they reach the same conclusion? When agreement remains high despite different assumptions, confidence in the reading increases.
