Introduction
The best-known blind-style test of the Ramey memo did not prove that the memo was unreadable, nor did it confirm dramatic Roswell-era claims. Instead, it showed something more nuanced and arguably more important: when people were given different expectations about what the document supposedly concerned, their interpretations tended to drift in the direction of those expectations. At the same time, a small number of word fragments and themes appeared repeatedly across different groups, suggesting that some parts of the image may contain genuine underlying information. The study by James Houran and Kevin Randle therefore cut against both extreme positions. Why Limited Convergence Still Matters
The experiment is often cited as proof that the memo contains no useful information. That is not actually what the authors concluded.
Despite the clear influence of suggestion, the researchers observed that certain fragments appeared repeatedly across participants and across conditions. The Real Significance for the Ramey Memo Debate
The lasting contribution of Houran and Randle’s study is methodological rather than sensational. It established that the central question is not whether a researcher can produce a plausible reading of the memo. The key question is whether multiple independent readers can recover the same wording under controlled conditions.
The experiment demonstrated two facts simultaneously:
- Expectation and suggestion can significantly influence perceived readings.

As a result, the study neither settled the Roswell controversy nor rendered the memo irrelevant. Instead, it reframed the evidential standard. Any proposed decipherment must explain why independent observers should arrive at the same reading without being steered toward a particular narrative.
