One of Neil Morris’s most important contributions to the debate over the Roswell Ramey memo was not a new reading of the document, but a new way of showing how uncertain that reading actually was. Earlier transcript versions often appeared as smooth blocks of text, which could give readers the impression that the underlying letters were clearly visible. Morris instead built uncertainty directly into the transcript itself. By marking different confidence levels with capitals, lower-case letters, asterisks, and dashes, he turned a speculative reconstruction into a visible map of what could and could not be seen in the photograph. According to analyses by James Houran and Kevin Randle, Morris broke the memo into individual lines and assigned symbols that corresponded to different levels of confidence. He used:
- Capital letters for characters he believed were genuinely visible and relatively secure.
- Lower-case letters for informed guesses where the image suggested a likely reading but not a certain one.
- Asterisks (*) for letters that could not be deciphered.

Why this differed from a normal transcript
A conventional transcript silently resolves uncertainty. Missing letters are often supplied, ambiguous shapes are interpreted, and the final text can look more authoritative than the source material warrants.
Morris’s notation worked in the opposite direction. It preserved evidence of doubt rather than hiding it. Readers could see:
- Which portions were based on actual visible character shapes.
- Which portions depended on interpretation.
- Where information was effectively absent.

Why Visible Uncertainty Helped Readers
The notation system made it easier to evaluate competing readings. Rather than asking whether a transcript was right or wrong in its entirety, readers could examine individual sections and judge whether the confidence level seemed justified.
This was valuable because different analysts often agreed on a few isolated words while disagreeing on most of the surrounding text.
