Introduction

The strongest fact about the Roswell “Ramey memo” is not any disputed word on the paper. It is the provenance of the photograph itself: a press image taken on 8 July 1947 by Fort Worth Star-Telegram photographer J. Bond Johnson, preserved through the newspaper’s photographic collection, and now held by the University of Texas at Arlington Libraries Special Collections. That matters because it ties the image to the original Roswell news cycle rather than to later memory, folklore, or anonymous document claims. The image really does show Brigadier General Roger Ramey holding a paper near the Roswell debris display. What provenance does not prove is what the tiny, angled, blurred text says. UTA’s own public description says the memo has been closely scrutinised but has not been definitively deciphered.[Flickr]flickr.comOpen source on flickr.com.

Why this photograph has a better chain of custody than most Roswell evidence

The Ramey memo occupies a unusual place in Roswell evidence because it begins as press photography, not as a later witness account. The relevant image comes from the Fort Worth Star-Telegram’s coverage of the debris brought to Fort Worth Army Air Field after the Roswell Army Air Field “flying disc” announcement. UTA’s Special Collections identifies the source as the Fort Worth Star-Telegram Collection, with the collection reference “AR406-6 07/08/1947 #2026” and scan number 10000684. Its description states that Johnson captured the only known images of the wreckage on 8 July 1947 and that the original negatives made by Johnson are held by UTA Libraries Special Collections.[Flickr]flickr.comOpen source on flickr.com.

That chain is important because the Roswell debate contains many types of evidence with much weaker anchors: decades-later recollections, contested affidavits, retellings filtered through UFO publishing, and alleged secret papers whose physical origins are difficult to verify. The Ramey photo is different. It is not merely a story that someone says they heard; it is an image connected to a named photographer, a named newspaper collection, an archival institution, and the day of the Fort Worth press event.

The photograph also fits the contemporary public record. The 1994 Air Force report notes that Ramey’s Fort Worth press conference and rancher Mac Brazel’s newspaper statement effectively ended the original 1947 episode as a UFO-related news matter until Roswell was revived by researchers decades later. In other words, the Ramey pictures sit at the pivot point where the original “disc” story was publicly reframed as balloon-related debris.[WHS ESD]esd.whs.milOpen source on whs.mil.

What the university archive actually holds

UTA’s holdings matter because the debate is not based solely on copies circulating through books, websites, or social media. The university has catalogued related items in its MavMatrix repository as part of the Fort Worth Star-Telegram Collection. One catalogue entry is explicitly titled “A Close-up of telegram in Brigadier General Roger Ramey’s hand”; it gives the archival date as 1947-07-08, the collection name as Fort Worth Star-Telegram Collection, the collection number as “AR406-6 07/08/1947 2026”, and the original format as black-and-white negatives.[MavMatrix]mavmatrix.uta.eduMav MatrixA Close-up of telegram in Brigadier General Roger Ramey's hand…

A separate UTA catalogue entry for the wider Ramey-DuBose image describes Brigadier General Roger Ramey, holding a letter, with Colonel Thomas J. DuBose looking over a wind-forecasting device brought from Roswell. That entry is also dated 1947-07-08, belongs to the same Fort Worth Star-Telegram Collection, and lists the original format as black-and-white negatives.[MavMatrix]mavmatrix.uta.eduMav MatrixBrigadier General Roger Ramey (left) and Colonel Thomas J. This is the core archival point: the “Ramey memo” is not a free-floating image without a source. It is a detail within a catalogued news photograph held in an institutional collection. UTA also announced in 2017 that its Special Collections Division had partnered with Roswell researchers to document and disseminate photographic assets held by the Libraries related to the 1947 incident, and stated that it holds photographs and negatives from the incident as part of the Fort Worth Star-Telegram collection.[libraries.uta.edu]libraries.uta.edunew website roswell ufo incident 1947new website roswell ufo incident 1947

Why negatives matter more than later reproductions

In photographic evidence, original negatives matter because they sit closer to the captured scene than later prints, photocopies, magazine reproductions, screenshots, or enhanced web images. Each generation of copying can add contrast shifts, blur, compression artefacts, sharpening halos, cropping choices, and interpretive marks. With the Ramey memo, that distinction is crucial because the disputed object is not a large sign or a clear typed page; it is a small sheet held at an angle, partly curled, seen inside a larger news photograph.

The 2002 Journal of Scientific Exploration paper by James Houran and Kevin Randle describes the memo as a case where some words seem visible but the source image is too ambiguous to support a stable consensus. It notes that Dr Richard Haines, a former NASA research scientist, examined a copy in 1991 and could see vague words but could not make out individual letters in a useful way. The same paper quotes the Air Force’s 1994 account that a national-level organisation digitised and analysed the photograph but found it of insufficient quality for the desired details.[ResearchGate]researchgate.netOpen source on researchgate.net.

The difference between a strong negative and a readable text is easy to miss. The negative can authenticate the photograph as a genuine 1947 press image, but it cannot add information that the camera did not record sharply enough. If the memo’s letters were smaller than the resolving power of the original exposure, or smeared by motion, focus, grain, lighting, curvature, or angle, then even a first-generation negative may preserve uncertainty rather than remove it.

The press-photo chain of custody helps date the image, not decode every mark

The strongest provenance claim is chronological: the photograph belongs to the original 8 July 1947 Fort Worth news event. The Houran and Randle paper notes that the photo’s soundphoto wire copies provided a time and date for further authentication, and that a Bettmann Photo Archives copy identified Johnson as the photographer and placed the transmission on 8 July 1947.[ResearchGate]researchgate.netOpen source on researchgate.net.

That dating matters because it prevents a common evidential problem in controversial historical cases: the possibility that a document or image was created long after the event to support a later theory. In this case, the paper in Ramey’s hand was photographed during the original press handling of the Roswell debris story. That makes it historically valuable even if its words remain disputed.

But provenance has limits. It can establish that Ramey held a paper in a real 1947 photograph; it cannot establish that the paper was a secret operational memo, a press wire, a routine communication, or something handed to him by someone in the room. Houran and Randle discuss an additional complication: claims that Johnson himself may have handed a message to Ramey, after receiving an Associated Press communication from his editor. That possibility, if correct, would affect assumptions about what sort of document Ramey was holding without changing the authenticity of the photograph itself.[ResearchGate]researchgate.netOpen source on researchgate.net.

What UTA’s high-resolution work changes

UTA’s public Roswell materials are useful because they distinguish between access to better image data and certainty about the text. The university’s Roswell photo pages include a dedicated Ramey memo area and describe high-resolution image work, including high dynamic range imaging used to extract tonal information from negatives. Search-indexed UTA text describes those products as attempts to harness the range of tones present in the negatives, especially in the memo area.[UTA Libraries]sites.libraries.uta.eduOpen source on uta.edu.

This is exactly what one would want an archive to do: make the best surviving image data available, document the source, and reduce dependence on low-quality copies. UTA’s MavMatrix pages also preserve item-level metadata such as identifier, archival date, collection name, original format, file format, rights, and subject terms. For the close-up memo entry, the identifier is 10002136 and the original format is listed as black-and-white negatives.[MavMatrix]mavmatrix.uta.eduMav MatrixA Close-up of telegram in Brigadier General Roger Ramey's hand…

What this does not do is turn the image into a clean transcript. UTA’s Flickr description is careful: the memo has been scrutinised by researchers and UFO hobbyists and “has yet to be definitively deciphered”. That is the most responsible way to state the archival result. Better scans improve the evidence base; they do not automatically settle what the marks mean.[Flickr]flickr.comOpen source on flickr.com.

Why provenance sharpens the dispute rather than ending it

The existence of original negatives makes the Ramey memo a better object of study, but it also makes the interpretive problem more visible. If the photograph were a poor later copy of unknown origin, the first question would be authenticity. Because the image is well anchored, the main question becomes legibility.

The 1994 Air Force report states that researchers obtained original, first-generation prints from UTA and later first-generation negatives. It says the photographs showed Ramey holding a piece of paper, with text apparently visible in one frame, and that the image was sent for digitising and interpretation. The reported result was that even after digitising, the photos were of insufficient quality to visualise the details sought for analysis.[WHS ESD]esd.whs.milOpen source on whs.mil.

Houran and Randle’s later study helps explain why this kind of source generates confident but conflicting readings. Their paper compared multiple proposed interpretations of the memo and found that different readers reported different phrases, including the famous “victims of the wreck” line in some versions and a more mundane “remains of the material” reading in another. The paper’s experimental design also tested whether suggestion could influence what participants believed they saw in the ambiguous image.[ResearchGate]researchgate.netOpen source on researchgate.net.

The practical lesson is that provenance and readability are separate questions. A photograph can be authentic, early, institutionally held, and still not contain enough recoverable detail to support a definitive text.

What provenance can and cannot prove

A careful reading of the Ramey memo evidence should separate four claims that are often blurred together.

Provenance can strongly support that the image is genuine. The UTA archive records the relevant image as part of the Fort Worth Star-Telegram Collection, dated 8 July 1947, with black-and-white negatives as the original format. UTA’s public description also states that the original negatives created by J. Bond Johnson are held by its Special Collections.[MavMatrix]mavmatrix.uta.eduMav MatrixA Close-up of telegram in Brigadier General Roger Ramey's hand…[Flickr]flickr.comOpen source on flickr.com.

Provenance can support that the memo debate belongs to the original Roswell timeline. The photograph was made during the Fort Worth debris display, not after Roswell had become a mature UFO legend. This gives the image a historical weight that many later Roswell claims lack.[Flickr]flickr.comOpen source on flickr.com.

Provenance cannot prove a particular transcription. The disputed words are not preserved as a separate surviving document. The debate depends on reading tiny marks inside a photograph. UTA’s public description says no definitive decipherment has been reached, while the Air Force’s digitising effort reported the details were not visualisable at the required level.[Flickr]flickr.comOpen source on flickr.com.[WHS ESD]esd.whs.milOpen source on whs.mil.

Provenance cannot tell us what kind of paper Ramey held. It may have been a military message, a press wire, a routine note, or another piece of paper present during the photo session. The photograph fixes the object in the room; it does not by itself identify the document’s author, route, purpose, or full contents.

The best way to use the negatives in judging the memo

The negatives make the Ramey memo worth taking seriously as a historical artefact. They justify asking hard questions about the image, because the source is not an obvious hoax, an anonymous leak, or a late reconstruction. They also justify caution, because the highest-quality source has been available for serious examination and still has not produced a universally accepted reading.

For readers trying to weigh the claim fairly, the key distinction is this: the Ramey memo is strong evidence that a document was photographed in Ramey’s hand during the original 1947 Fort Worth event; it is weak evidence for any exact sentence unless that sentence can be recovered by methods that independent readers can reproduce from the same archival image data. The original negatives raise the ceiling of credibility for the photograph, but they do not remove the floor of uncertainty created by blur, grain, angle, and human pattern-seeking.

That is why provenance matters most. It turns the memo from a Roswell rumour into a real archival photograph — and then forces the more difficult question of whether the surviving photograph contains enough information to read the paper at all.
