Why Weather Balloon Language Was Incomplete

One reason Project Mogul became important to investigators is that the original 1947 explanation referred to a weather balloon and radar target. For decades, critics argued that this description seemed too simple to account for reports of unusual debris and military interest. The importance of Project Mogul is sometimes overstated in discussions of the Ramey memo photograph.
