It is a test of whether the underlying photograph contains enough information to support any reliable transcription at all. This limited agreement is important because it demonstrates that the debate is not between people who believe there is no text and those who believe there is. Instead, the disagreement concerns whether enough information survives to reconstruct the remainder of the document.
The distinction matters because recognising scattered readable fragments is a much lower evidential threshold than reconstructing entire sentences. A few recognisable words do not automatically validate every neighbouring word that an analyst believes they can discern.

It has frequently appeared in Roswell literature because, if correct, it would imply that the memo discussed bodies recovered from a crash. However, many analysts do not see that wording at all. Likewise, the supposed location names vary considerably between competing interpretations. One analyst may identify “Magdalena”, another rejects that reading completely, while others argue that the visible letter forms are too ambiguous to justify any place name.

Why photographic limitations matter
The disagreement begins with the source image itself.
The memo occupies only a tiny portion of the original negative. It is held at an angle, partially shadowed, and photographed from a considerable distance. The available detail is therefore constrained by the resolving power of the original camera, the photographic film and the surviving negative.
Digital enlargement cannot recreate detail that was never recorded.
Instead, enhancement techniques inevitably increase the visibility of:
- film grain;
- scanner noise;
- scratches;
- dust;
- contrast artefacts;
- compression artefacts in later reproductions.
These features may resemble letters when viewed at extreme magnification. This explains why successive technological improvements have not produced convergence. Better software can improve contrast, but it cannot recover information that was never captured by the original photograph.
Confirmation bias and expectation effects
An important development in the debate was the attempt to examine whether expectations influence interpretation.
Psychologist James Houran and Roswell researcher Kevin Randle designed experiments in which different groups were shown the memo under different contextual assumptions. Some participants were told that the document concerned the Roswell UFO incident, others were given alternative contexts, while a control group received little or no contextual information.
The results suggested two simultaneous findings.
First, participants frequently agreed on a small number of isolated words or fragments.
Second, the interpretation of ambiguous passages varied significantly depending upon what participants believed the memo concerned. Those expecting a UFO-related document were more likely to identify UFO-related wording, while participants primed with other scenarios produced different readings. Houran and Randle concluded that although portions of the memo may indeed be legible, interpretation of the broader meaning is strongly influenced by suggestion and cognitive expectations. The 1994 United States Air Force investigation sent the photographs for professional digitisation and image analysis. According to the official report, the reviewing organisation concluded that the available photographs were of insufficient quality to reveal the details investigators hoped to identify. Why experts disagree even when using the same image
Another striking feature of the controversy is that researchers often analyse identical scans yet reach incompatible conclusions.
This occurs because interpretation involves numerous subjective decisions:
- selecting which enhancement algorithm to apply;
- choosing brightness and contrast settings;
- deciding whether neighbouring marks belong to the same letter;
- separating text from photographic grain;
- estimating missing portions of partially visible characters;
- inferring complete words from incomplete letter sequences.
Each decision influences every subsequent stage of interpretation.
Once an analyst believes the first few letters form a recognisable word, neighbouring ambiguous marks become easier to interpret in ways that support that initial assumption. This cumulative process explains why two experienced investigators can begin with the same pixels yet produce substantially different transcripts.
The “civilian teletype” versus “military message” debate
Disagreement extends beyond individual words to the nature of the document itself.
Some researchers have argued that the memo may have been a civilian newswire or newspaper teletype, partly because photographer J. Bond Johnson at one stage suggested he might have handed Ramey a message received from the newspaper office before later giving inconsistent recollections.
Others argue that the formatting appears more consistent with a military communication or informal “back-channel” message between senior officers.
The competing assumptions affect interpretation. Analysts expecting a civilian newswire tend to favour vocabulary, formatting and time conventions used by newspapers. Those expecting a military communication search instead for military abbreviations, operational terminology and command language.

Why lack of convergence weakens complete transcriptions
The principal evidential problem is not that every proposed reading contains some doubtful words. Rather, it is that the competing transcriptions disagree on exactly the passages that matter most.
If one reconstruction identifies “victims of the wreck”, another identifies different terminology, a third finds weather-balloon references and a fourth concludes that the text cannot be read at all, those interpretations cannot all be simultaneously correct.

Recent assessments therefore tend to distinguish between recognising isolated fragments and claiming a definitive transcription. Kevin Randle’s 2022 review concluded that some words appear to attract relatively broad agreement, but the memo remains controversial and ambiguous.
