Introduction
One of the most important official attempts to settle the Ramey memo question came not from civilian UFO researchers but from the U.S. Air Force itself during its 1994 Roswell investigation. Rather than dismissing the Fort Worth photographs outright, investigators treated the visible document in General Roger Ramey’s hand as a potentially valuable piece of evidence. They commissioned digital enhancement and specialist photo interpretation to determine whether the memo contained readable information relevant to the Roswell case. That finding remains significant because it establishes an official technical baseline. It does not prove that no words can ever be inferred from the image, nor does it validate later attempts to decipher selected phrases. Instead, it documents that professional analysts, working for the Air Force inquiry, were unable to recover a reliable reading from the available photographic evidence.
Why the Memo Mattered to the Inquiry
The Air Force’s 1994 investigation was primarily examining whether the Roswell debris could be explained by the classified Project Mogul balloon programme. Any contemporary document visible in an authenticated 8 July 1947 photograph therefore had obvious potential value.
Unlike later witness recollections, the memo had known provenance. It appeared in a genuine press photograph taken during General Roger Ramey’s briefing in Fort Worth. Why the Result Carries Weight
The Air Force finding is often cited because it differs from both sceptical dismissal and enthusiastic decipherment.

- the memo supports either the Project Mogul explanation or extraterrestrial claims.
Those are separate historical questions. The Air Force report speaks only to what its analysts could reliably extract from the available photographs in 1994.
How Later Efforts Fit Beside the Official Test
After the Air Force report, several researchers revisited the Ramey photographs using improved scans, image-processing software and alternative enhancement techniques.
