What Better Ramey Scans Would Need
A serious re-test of the memo would need the best negative scans, raw files, metadata, and documented custody rather than another enlarged JPEG.

Introduction
Any future attempt to strengthen the evidential value of the Roswell Ramey memo would depend less on new interpretations and more on better source material. Researchers are not working from the original paper document allegedly visible in General Roger Ramey’s hand. They are working from photographic traces preserved in archival negatives and reproductions. As a result, the quality, transparency, and verifiability of those image sources become central to the question. The key issue is not whether another enhanced image can be produced, but whether the underlying archival material can be released in a way that allows independent experts to evaluate exactly what information is present and what information has been introduced through processing. UTA’s Roswell project has already employed high-dynamic-range imaging and high-resolution scans of relevant negatives, demonstrating that additional tonal information can be extracted from the source material. The challenge is ensuring that any future release meets standards that permit genuine public verification rather than another round of competing interpretations.[UT Arlington Libraries]sites.libraries.uta.eduUT Arlington LibrariesRamey Memo High Resolution Microfiche ScansHigh Dynamic Range photography has been used to harness the range of ton…
Why Larger Public Images Are Not Enough
The Ramey memo debate has often revolved around enlarged images circulated in books, websites, and discussion forums. Enlargement alone, however, does not create new information. A larger JPEG may make marks easier to inspect, but it can also magnify grain, compression artefacts, scratches, dust, and enhancement effects.
This distinction matters because the disputed text occupies a tiny area within a larger photograph. Researchers attempting to decipher words are often working near the limits of what the photographic record can support. Earlier studies examining the memo found that different observers could derive different readings from the same image material, raising concerns about expectation effects and subjective interpretation.[ResearchGate]researchgate.netResearchGate''A Message in a Bottle:" Confounds in Deciphering…Specifically, participants viewed four high-resolution images: (1) a ne…
A preservation-grade release would therefore prioritise source fidelity over visual impressiveness. Instead of publishing a sharpened or contrast-enhanced image as the primary artefact, archives would ideally release:
- The highest-resolution scan obtainable from the original negative.
- The full uncropped frame, not only the memo area.
- High bit-depth image files preserving tonal information.
- Documentation of scanner settings and imaging procedures.
- Multiple capture states where relevant, including HDR imaging outputs.
UTA’s Roswell archive has specifically described using high-dynamic-range photography to capture a wider tonal range from the negatives and the memo area. That approach can reveal information hidden in conventional reproductions, but it also increases the need for transparent documentation so that observers understand exactly how the image was produced.[UT Arlington Libraries]sites.libraries.uta.eduUT Arlington LibrariesRamey Memo High Resolution Microfiche ScansHigh Dynamic Range photography has been used to harness the range of ton…
Metadata and Custody Details Readers Would Need
A stronger evidential package would require more than image files. It would also require a documented record explaining where those files came from and how they were created.
Modern forensic image-management standards emphasise preservation of original files, documentation of transfers, and maintenance of a verifiable chain of custody. The objective is not merely archival neatness. It is to ensure that later users can determine whether a file is authentic, whether it has changed, and whether processing steps can be reconstructed.[NIST]nist.govosac 2024 n 0011 standard guide forensic digital image management version 10130… Original images are to be maintained in their native file format and protected at.Read more…
For the Ramey memo, the most useful accompanying information would include:
Source identification
- Which negative was scanned.
- Whether the scan came directly from the original negative or from an intermediate reproduction.
- Physical identifiers associated with the archival item.
Imaging metadata
- Scanner or camera model.
- Resolution and sampling rate.
- Bit depth.
- Colour-space information.
- Date of digitisation.
Integrity verification
- Cryptographic hash values for released files.
- Records showing that public copies match archive masters.
- Procedures used to protect original data from alteration.
Custody documentation
- Who handled the negative.
- When digitisation occurred.
- Whether restoration, cleaning, or other interventions were performed.
NIST guidance on digital evidence management stresses maintaining originals in native form, documenting transfers, and preserving records that allow future examiners to understand the evidence lifecycle. These principles are especially relevant where small tonal differences may determine whether a mark is interpreted as a letter or as photographic noise.[NIST+2NIST Publications]nist.govosac 2024 n 0011 standard guide forensic digital image management version 10130… Original images are to be maintained in their native file format and protected at.Read more…
Raw Files, Enhanced Copies, and Public Verification
One of the most important distinctions in a future release would be the separation of raw archival data from interpretive products.
Researchers often publish processed images because they are easier to inspect. The problem is that every processing step involves judgement calls. Contrast adjustments, sharpening, grain suppression, edge enhancement, and tonal separation can all affect the appearance of potential characters.
A preservation-oriented release would therefore contain multiple layers:
- Raw archival scans
The closest digital equivalent to the original negative, preserved without interpretive enhancement.
- Preservation masters
Archival-quality files, commonly stored in formats intended for long-term preservation such as TIFF, retaining maximum available information.[Digital Commons]digitalcommons.lib.uconn.eduDigital CommonsRaw as Archival Still Image Format: A Considerationby MJ Bennett · 2010 · Cited by 8 — Currently, the TIFF image format is…
- Working derivatives
Files prepared for analysis, with all processing steps documented.
- Public viewing copies
Smaller files suitable for websites and general distribution.
The crucial requirement is that every derivative file be traceable back to the raw source. Forensic imaging standards emphasise repeatability and integrity precisely because conclusions should not depend on trusting an analyst’s undocumented workflow.[SWGDE - SWGDE]swgde.orgIn the current legal system, there are standards and…Read more…
In practical terms, researchers evaluating the Ramey memo should be able to download the same source scan, apply the same processing parameters, and determine whether the claimed text emerges consistently. If a proposed reading only appears after undocumented enhancement steps, its evidential value remains weak.
What a Credible Public Release Would Look Like
A genuinely persuasive future release would resemble a forensic evidence package more than a publicity image.
The minimum elements would likely include:
- Preservation-grade scans of the original negative.
- Full-resolution downloadable files.[reddit.com]reddit.come of image states ranging from low contrast grey tones. Link for the…
- Checksums or hashes verifying file integrity.
- Technical metadata describing digitisation.
- Custody records for the archival materials.
- A processing log documenting every enhancement step.
- Side-by-side access to raw and processed versions.
- Independent access for outside researchers.
Such a release would not guarantee that the memo becomes readable. The underlying photographic information may simply be insufficient. However, it would change the nature of the debate. Instead of arguing over isolated enlargements or selectively enhanced images, researchers could evaluate a transparent evidential record whose provenance, handling, and processing history are open to scrutiny. That is the standard required if future claims about the memo are to carry substantially more weight than previous interpretations.[NIST+2SWGDE - SWGDE]nist.govosac 2024 n 0011 standard guide forensic digital image management version 10130… Original images are to be maintained in their native file format and protected at.Read more…
